“Although we are faced with some very destructive problems, if we can come out of Bougainville- which is man made and if we can come out of Rabaul- which is God’s act- and if we can come out of this current economic crisis- which is leadership made – we will come out a better people” Sir Julius Chan (Island Business Monthly December 1994)

Reports of increasing social problems in this resource rich island state; the global development measures or indicators about the increasing level of social problems in Papua New Guinea should be taken seriously and dealt with by every institution of Government, Private and Civil societies.

Nearly 6.5 million people make this beautiful Island state; which is home to wonders of natural resources that has become the source of economic boom for Papua New Guinea’s progress.

Over last couple of years Papua New Guinea has experienced significant economic boom mostly by large demands for its natural resources by growing economies in Asia lead by India and China. With governments foreign direct investments approach and political stability which created an increasing interest for investment opportunities.

Yet Papua New Guinea under global scale of balance in terms of measuring social indicators faces massive growing challenges of HIV-AIDS, Maternal health, Crime and etc. these challenges makes it hard to realize the translations of real economic growth into social progress.

The reality of greater challenges of Corruption within public service delivery machinery has some how jeopardize the trickle down process of funding to lower level of government systems.

The abuse of key bureaucratic process by some people has also contributed to staggering states of service delivery. The growing divide between the rich and man made poverty is increasing in most urban areas.

The argument of lack of political commitments to meet social problems and the ongoing difference of ideals on challenges face continues on lecture halls, talkback shows to media release while the poor gets even poorer while the rich gets richer.

When measuring developmental progress and understanding developmental pathologies they manifest themselves. The pursuit of economic growth without equitable distribution of such growth will always produce poverty rather than reduce poverty.

Covert and clandestine developmental decision-making will always foster rampant corruption. What are happening in Papua New Guinea today are the very ideals of growth-trickle down theory of development not working. But the reality of growth is not trickling down rather it is making rich get richer while poor get even poorer.

So we try to emphasize growth with equity and meeting basic needs for all first, “trickle up: and betting on the weak” or culminating theories that measure development in terms of enhancing capabilities and choices – as contribution to empowerment. Try all sorts of structural adjustments and the privatization of developments as a precursor to economic globalization accepting paradigm –shift from development through aid; to development through trade and investments.

But the reality of economic globalization is more or likely to be promoted through Darwinist approach to development: “survival of the fittest” selfishness and greed are being promoted as new values of the day. Current picture of Corporation greed shown by world economic slowdown affecting major and larger economies through out the world

The challenges of PNG governments approach in dealing with cultural differences and international pressure in adaptation of measures to improve PNG’s social indicators are still challenged with different views and understanding on terms and concepts used.

Defining poverty in a society like PNG is quite hard to measure poverty as multi-lateral agencies define” Poverty is manifested as lack of opportunity; limited capabilities; low level of security; lack of empowerment (to participate, negotiate, change and secure accountability) or “the impossibility to meet minimum biological, social and cultural needs. In reality some signs of above mentioned challenges are now faced in PNG; program designer still find it hard to translate meaningful change into improving PNG’s current conditions.

The idealistic opinion of measuring of poverty “the poverty line” has a tremendous bearing on discrimination, exclusion, fairness and justice. Papua New Guinea a vibrant young democratic society that needs to develop and promote sustainable growth through empowering people to make money rather promoting borrowing money.

The situation in Papua New Guinea is not lack of opportunities or lack of money its clashes of culture and western ideals on poverty and wealthy.

Again ignorance and lack of attention to meet these challenges have also contributed to growing social challenges.
Poverty in Papua New Guinea is simply Human act and it needs good thinking Papua New Guineans to save our next generation to poverty life.
